The term Scotch for whisky is the way it is made, In Scotland whisky (which means water of life) is made by barley which had to be aged for 3 years in casks.
American whisky is made from corn and does not have to be aged, grain is also used in different places for whisky, hence the difference. People who had grown up hearing Scotch, refer to the type of whisky they want. Due to it's distinct flavour (made by the use of peat in distilling) it was shipped all over Britain at the time and then around the world.
Whisky can be made out of any cereals or grains, hence the different tastes and flavours.
For any whisky to be called Scotch it has to be made in Scotland and be a minimum of 3 years old, so when people are calling it Scotch they are referring to the blend or malt only.
People call it Scotch to differentiate it from other types of whisky/whiskey. By law, anything labeled Scotch nust be distilled twice (or thrice) and aged in oak casks for at least three years. There are other types of whiskey, like Bourbon. Scotch comes in a variety of types, the best being single malt (blended and vatted are the other types).
